How Can I Switch From Wordpress [self Hosted] 2.7 To 2.8 While Keeping All My Stuff?

The newer version, 2.8 has just been released and I want to switch…and keep all of my settings, files, plugins, themes, ect.
Is there anyway to do this?

Okay, I know that there’s the program Wordpress and the blog host Wordpress. What I want to know is, can you make a template in the program Wordpress and use it on the blog host wordpress? If that isn’t possible, what are some FREE blog hosts that lets one use custom made templates with wordpress?
