What Is Some Good Website Framework? Like Wordpress, But For Actual Websites?

I have to get about 15 small websites up and running, and it would be nice to have some framework I can just apply a template to.
I was thinking of just turning Wordpress blogs into websites by creating a bunch of pages, but I would rather have something more catered towards regular websites. I looked at Drupal, but I’m not sure if it’s what I’m looking for. I don’t know enough about it.
